Yeah. Someone answered the question but I’ll elaborate. Kaiju saccing an opponent’s monster is cost, not an effect which is why you can do it.
Can you use a monster quick effect on your opponent’s turn?
Fast effects can be activated by either player – even during their opponent’s turn, as long as the conditions are appropriate.
Can you quick effect a Kaiju?
The effect “You can only control 1 “Kaiju” monster.” is not an Ignition, Trigger, Quick or Continuous Effect.
Is Kaiju tribute a card effect?
Nope. Tributing for cost (as you did) isn’t even counted as a card effect, so even if the Monarch were completely unaffected by card effects, you could still tribute it to summon a Kaiju.
Can not be affected by card effects?
If a card is unaffected by card effects, that effect solely applies to the card itself, and not the players. Cards that are unaffected by card effects can still be chosen by players as the targets for card effects that they are unaffected by, but said effects will resolve without effect on the target.
Can not be targeted by card effects?
In the current game, many monsters exist that cannot be targeted by card effects, rendering them immune to any effect that targets. A card downright telling you to “Target” a card, or any number of cards, naturally targets.
Can you use dark magical circle on your opponent’s turn?
Whenever Dark Magician gets sent to the GY, Eternal Soul will special summon it, causing this card to banish an opponent’s card, and can be utilized on either player’s turn.
