You can (barring an rules reference update by FFG). The rules on Tactical Actions have the following restrictions: The active player must activate a system that does not contain one of his command tokens. To activate a system, the active player places a command token from his tactic pool on that system.
Can you move through an activated system Twilight Imperium?
The ship can move through systems that contain its own faction’s command tokens. The ship can move out of the active system and back into it if its move value is high enough. The ship must move along a path of adjacent systems, and the number of systems the ship enters cannot exceed its move value.

As a rule, no. The exception to this rule is Warfare secondary that lets you produce units in your home system, regardless if it has been activated previously or not. As far as I know, to produce units in a system you need to activate it. So if you have already activated the system you can’t activate it a second time.

Can PDS fire through wormholes?
In the rulebook (under units, I believe), PDS units mention that they CAN NOT fire through wormholes. Those systems are considered adjacent for movement, not for PDS fire. This is correct. Systems containing wormholes are considered adjacent for movement purposes only.
Can you move through activated systems?
Ships must end their movement in the activated system. Ships that are too far away to reach the activated system cannot move at all. Remember that you can fly through a Gravity Rift to get +1 movement (and a 30% chance of losing the ship).
When can you use space cannon offense?
A unit that has the “Space Cannon” ability can use it during two different steps of a player’s tactical action: after the “Move Ships” sub-step (Space Cannon Offense) and during an invasion (Space Cannon Defense). A player is not required to be the active player to use their “Space Cannon” ability of their units.
