You can cast instants and spells with flash before blockers are declared. You can cast instant spells any time you have priority, including after attackers are declared and before blockers are declared (C.R. 116.1a, 508.2, 116.3d). See also this thread.
What if double strike kills blocker?
If a double strike blocker kills the creature it’s blocking with first strike damage, it can’t then block another creature again that same combat. Blockers are assigned at the start of combat. They can’t change halfway through.
